Re your final thought: Will did something about it because she slapped Finn, ofc, and he probably would have for Rachel too, because they're his pets. With Quinn, it was a mutual fight and he seemed to be going through one of his periodic "almost kind of giving a tiny fuck about Quinn" fits. But anyone else? pfffft.
